Regulations for Student Academic Affairs of the International Special Program, Kainan University

  • Article 1:
    • The International Special Program of Kainan University recruits overseas students in accordance with the Ministry of Education's "Implementation Plan for Expanding the Recruitment of Overseas Chinese Students, Students from Hong Kong and Macao, and Foreign Students in Key Industry Sectors." These regulations are hereby established to standardize tuition and miscellaneous fees, course articulation, and the incentive mechanism for Chinese language proficiency assessment.
  • Article 2 – Admission Qualifications:
    • 1.Applicants must meet the identity criteria defined in the “Regulations Regarding International Students Undertaking Studies in Taiwan,” the “Regulations Governing Hong Kong and Macao Residents Studying in Taiwan,” or the “Regulations for Overseas Chinese Students Returning to Taiwan for Study and Guidance.” In addition, they must be eligible for admission to undergraduate programs.
    • 2.Each applicant may apply only once to come to Taiwan to study Chinese in the International Special Program. In cases of interruption due to special circumstances, a second application may be submitted with the approval of the Ministry of Education.
  • Article 3 – Admission Review:
    • After applicants pass the departmental qualification review, the International Special Program will issue a conditional admission letter for Chinese language preparatory students (hereinafter referred to as “preparatory students”). The list of admitted students will be submitted to the Ministry of Education, which will forward it to the Bureau of Consular Affairs of the Ministry of Foreign Affairs for notification to the relevant overseas embassies and consulates.
    • If any submitted admission documents by a preparatory student are found to be forged, fraudulent, or altered, the admission qualification shall be revoked. For those already enrolled, their student status will be canceled and no academic certification will be issued. If such misconduct is discovered after graduation, the university will revoke the graduation qualification and annul the degree certificate.
  • Article 4 – Course Regulations:
    • 1.The study period for preparatory students is limited to one year, during which only Chinese language courses may be taken. During the academic year, students must complete 20 hours per week, totaling 720 hours for the year. If a student reapplies to the International Special Program under the conditions of Article 2, Paragraph 2, they must retake the full 720 hours of coursework as required by these regulations; previously completed hours will not be counted.
    • 2.The academic performance of preparatory students shall be assessed based on grading standards and methods determined by the course instructors according to the specific needs of each course, and these standards must be announced in the course syllabus.
    • 3.Once a student’s grades have been submitted to the International Special Program by the instructor, they may not be altered. However, in cases of omission or calculation errors caused by the instructor, corrections may be made in accordance with the “Kainan University Regulations for Grade Submission and Correction.”
    • 4.Preparatory students who meet any of the following conditions may be granted a make-up examination:
      • (1) Hospitalization due to illness during the examination period, with approved leave and supporting medical documentation.
      • (2) Inability to attend the examination due to bereavement leave, official leave (with relevant supporting documents), or other force majeure circumstances.
      • Students who do not meet either of the above conditions will not be granted a make-up examination.
    • 5.If a preparatory student is found to have engaged in cheating during an examination, the score for that specific exam in the relevant subject will be recorded as zero. In addition, disciplinary action will be taken based on the severity of the offense in accordance with the “Kainan University Regulations for Student Rewards and Penalties.”
    • 6.If a preparatory student is absent for any reason, they must request leave in accordance with the university’s student leave regulations. Absences without approved leave or without submitting a leave request will be considered unexcused absences (truancy). Students with 45 or more periods of unexcused absences, or a total of 180 or more periods of combined excused and unexcused absences, will be subject to dismissal from the program.
    • 7.After completing one academic year of Chinese language courses, preparatory students must pass the Test of Chinese as a Foreign Language (TOCFL) Listening and Reading Test at the A2 Basic Level (or higher) in order to continue to the first-year courses of their respective departments. Students who do not meet the required standard will be subject to dismissal from the program.
    • 8.After completing one year of study in the International Special Program and passing the Test of Chinese as a Foreign Language (TOCFL) Listening and Reading Test at the A2 Basic Level, preparatory students may continue to study in their originally admitted department. Those who are unable to proceed with their department must withdraw from the program and are not allowed to remain in the International Special Program's Chinese language preparatory courses. The Office of International and Cross-Strait Affairs will notify the Ministry of the Interior's Immigration Agency at all service stations, the Bureau of Consular Affairs of the Ministry of Foreign Affairs, and the Ministry of Education.
    • 9.During the Chinese language course study period, preparatory students are not allowed to apply for a department transfer, school transfer, or leave of absence. However, after completing one year of formal undergraduate coursework, they may apply for a department transfer. The department transfer application is limited to departments that align with the Ministry of Education's regulations, such as those related to manufacturing, construction, agriculture, and long-term care industries.
    • 10.The Chinese language courses taken by preparatory students cannot be recognized as graduation credits. After passing the Test of Chinese as a Foreign Language (TOCFL) Listening and Reading Test at the A2 Basic Level, students may continue their studies in the formal undergraduate program. They must then fulfill the graduation requirements of their respective department (or college) in order to earn a bachelor's degree.
    • 11.Upon completing the study period in the International Special Program and passing the Test of Chinese as a Foreign Language (TOCFL) Listening and Reading Test at the A2 Basic Level (or higher), preparatory students will be issued a certificate of study hours by the International Special Program.
    • 12.The International Special Program, in collaboration with relevant departments, is responsible for handling matters related to the admission application process, daily life, and academic counseling of preparatory students.
    • 13.After preparatory students continue to the formal undergraduate program, matters related to leave of absence, withdrawal, graduation, and other student status, academic, and lifestyle counseling will be handled in accordance with the university’s academic regulations and relevant laws and regulations.
  • Article 5 – Tuition and Fee Standards:
    • 1.During their study period in the International Special Program, preparatory students are required to pay a tuition and miscellaneous fee of 20,000 NTD per semester, along with a fee of 2,600 NTD for computer network communication and audiovisual language services. Additional insurance fees will also be charged. After transitioning to the first-year courses of their respective departments, students will pay the tuition and fees according to the requirements of their department.
    • 2.The standards for withdrawal and refund for students in the International Special Program will follow the procedures set for general students. However, students must have no outstanding fees in order to register for courses in the next semester. Students who fail to complete payment of tuition fees according to the regulations will be dismissed from the program.
  • Article 6 – Scholarship Regulations:
    • 1.To ensure preparatory students can focus on their studies, the university provides a full exemption for tuition, miscellaneous fees, and fees for computer network communication and audiovisual language services for two semesters during their Chinese language preparatory period.
    • 2.During their study period in the International Special Program, preparatory students who pass the Test of Chinese as a Foreign Language (TOCFL) Listening and Reading Test at the B1 Intermediate Level will be eligible to apply for a scholarship of 2,000 NTD. Those who pass the B2 Advanced Level will be eligible to apply for a scholarship of 5,000 NTD. Scholarship applications are limited to one per student. Students whose academic performance during the preparatory period is unsatisfactory will lose their scholarship eligibility.
    • 3.The TOCFL scholarship will be issued between the 16th and 18th week of the first semester after the student continues their studies in the formal undergraduate program. If the student has any outstanding fees or withdraws during the preparatory period, the scholarship will not be awarded.
    • 4.After transitioning to their respective departments, preparatory students will be eligible for rewards based on the "Kainan University Regulations for Scholarships and Financial Aid for Overseas Chinese and International Students." However, since preparatory students have already received full tuition and fee exemptions during their first year, they will not be eligible for the two-semester full exemption for new overseas and international undergraduate students. They are only eligible for academic scholarships.
  • Article 7 – Work Permit:
    • During their study period, preparatory students may apply for a work permit from the Ministry of Labor, similar to regular degree students. They must ensure that any part-time work complies with legal regulations. During the academic semester, part-time work is limited to a maximum of 20 hours per week and cannot involve working after 10:00 PM. However, there are no restrictions on working hours during the winter and summer vacations.
  • Article 8:
    • Upon registration, new preparatory students must provide proof of medical and accident insurance with a validity period of at least six months starting from the date of entry into Taiwan. If the insurance certificate is issued by a foreign entity, it must be verified by the relevant embassy or consulate.
  • Article 9:
    • Any matters not covered by these regulations shall be handled in accordance with other relevant regulations of the university.
  • Article 10:
    • These regulations shall be effective from the date of promulgation, after being approved by the International and Cross-Strait Affairs Committee and the Academic Affairs Meeting. The same procedure applies for any amendments.

Regulations for Attendance Management and Counseling of Students in the International Special Program at Kainan University

  • Article 1:
    • In order to protect the educational rights of students, the university has established the Regulations for Attendance Management and Counseling of Students in the International Special Program (hereinafter referred to as "the Program") at Kainan University.
  • Article 2:
    • To maintain teaching quality and improve student attendance rates, instructors are required to strictly enforce punctuality and ensure that attendance is accurately recorded in accordance with the established regulations.
  • Article 3:
    • Instructors should include student attendance as one of the criteria for evaluating their regular performance. Students who accumulate 45 or more periods of unexcused absences (or a total of 180 or more periods of both excused and unexcused absences) will be subject to dismissal from the program.
  • Article 4:
    • Instructors should regularly monitor student attendance records and provide counseling to help students focus on their studies. They should proactively communicate with the International Special Program to facilitate two-way communication and ensure students attend classes regularly. If a student is unreachable for more than 72 hours without prior leave or notification (such as missing class or failing to return to the dormitory), and the instructor and the Program are unable to contact or confirm the student’s whereabouts through all available channels, the "unreachable student notification procedure" will be initiated. The attendance record will be reviewed, and the Program may proceed with the dismissal process after obtaining special approval.
  • Article 5:
    • If a student has excessive absences or accumulates an unusually high number of leave days (with sick leave and personal leave not exceeding one-third of the total class hours for the entire semester), the instructor should provide additional counseling and notify the student to undergo remedial teaching. The instructor must also maintain detailed records of the counseling sessions and submit them to the International Special Program for future reference.
  • Article 6:
    • The principles of remedial teaching are as follows:Students whose total absences (including sick and personal leave) reach one-third of the total course hours (120 periods) must attend 60 periods of after-school counseling sessions.Students whose total absences (including sick and personal leave) reach one-half of the total course hours (180 periods) must attend 90 periods of after-school counseling sessions.
  • Article 7:
    • The Program will assign personnel to conduct off-site inspections on a weekly basis. If a class has an attendance rate below 60% in a given week, the class instructor must document in detail the reasons for students’ absences and provide appropriate counseling. This process shall continue until the attendance situation is fully rectified.
  • Article 8:
    • To enhance the effectiveness of instructor counseling and promote the sharing of experiences, the Program will hold at least one instructor counseling meeting each semester.
  • Article 9:
    • These regulations shall be implemented from the date of promulgation after being approved by the International and Cross-Strait Affairs Committee and the Academic Affairs Meeting. The same procedure applies to any future amendments.

Guidelines for Work-Study Counseling Implementation in the International Special Program at Kainan University

  • Article 1.In order to help students gain social experience and personal growth through part-time work without affecting their academic performance, and to ensure compliance with relevant laws and regulations, the International Special Program at Kainan University (hereinafter referred to as “the Program”) has established these Guidelines.
  • Article 2.At the beginning of each semester, the Program assists students in applying for work permits. Student employment must comply with Article 50 of the Employment Services Act, which stipulates that, excluding winter and summer vacations, students may work no more than 20 hours per week.
  • Article 3.To prevent any negative impact on students' academic performance and to safeguard their physical and mental well-being, the university prohibits students from engaging in work after 10:00 PM during the academic semester.
  • Article 4.Work-Study Counseling Implementation Measures by the Program:
    • 1.Establishing the work-study management and counseling process for foreign students in the Program, providing students with timely and appropriate guidance.
    • 2.The Program's website will publish information on work permit application instructions and relevant labor regulations, and will regularly update the regulatory information for students' reference.
    • 3.At the beginning of each semester, the Program will hold an orientation session on important matters regarding part-time work in Taiwan. The session will cover topics such as labor regulations, labor insurance, and workers' rights. Students must attend the entire orientation and complete the work-study orientation evaluation and consent form before they can apply for a work permit.
    • 4.The Program will assist students in applying for a work permit. Upon receiving the work permit, students must sign a work-study guidelines consent form.
    • 5.At the midpoint of each semester, the Program will conduct a survey of students' work-study status and maintain a record. Students will be reminded to promptly update their information if there are any changes in their work-study situation to facilitate timely counseling and support.
    • 6.The Program will closely monitor the content of the work-study contracts signed between students and employers, as well as the actual work-study conditions. Students who independently find work-study opportunities must sign a work-study contract with the employer and submit a copy of the contract to the Program for record-keeping. For students who are matched with work-study opportunities through the university, the Program will assist in signing the work-study contract.
    • 7.If a student engages in work-study without permission, or if their original work permit becomes invalid and they work illegally, and this is reported to the university or detected by law enforcement, the university may take action based on the severity of the situation, in addition to any penalties imposed by the competent authorities under the Employment Services Act.
    • 8.When the university receives reports of students violating regulations related to off-campus work-study, the Program will invite relevant personnel to hold a handling and counseling meeting. During this meeting, appropriate measures will be proposed, and the effectiveness of the actions taken will be tracked.
  • Article 5.Students are required to actively participate in the promotional and informational activities related to off-campus work-study regulations, familiarize themselves with, and strictly adhere to the relevant off-campus work-study guidelines.
  • Article 6.These guidelines shall be implemented from the date of promulgation after being approved by the International and Cross-Strait Affairs Committee. The same procedure applies to any future amendments.
